The development level of high-tech industry is a measure of a country or a region's economic strength and competitiveness, while its industrial development strategy in various countries or regions has become the focus of the technology strategy. Established on the lastest scientific and technological achievements, high-tech industry has the characteristics of rapid technological upwarding, product performance and technology improving quickly and so on. To achieve its industrical technology progress, improve its international competitiveness and promote the industrial sustainable development, the only way is to rely on the technological innovation.In recent years, with government and the community attaching great importance to the technological innovation, investment in research and development of high-tech industry continues to increase, but R&D investment has not brought about the synchronous rapid growth in R&D performance. With limited resources, investment could not infinitely increase. In order to achieve sustained growth, besides increasing investment, it is more important to focus on enhancing technological innovation performance. Therefore, research on technological innovation performance of Chinese high-tech industry has vital practical significance in achieving technology progress and optimizing industrial structure.This paper, starting with the domestic and foreign theories in technological innovation and its performance, analyzes the technological innovation status of Chinese high-tech industry. On this basis, through a systematic review and research on indicators measuring the level of industrical technological innovation, it constructs the input and output indicators system, and establishes the model for evaluting technological innovation performance based on non-parametric estimation method of DEA. Then, by using panel data of Chinese high-tech industry from 1999 to 2005, it estimates the technical efficiency and scale efficiency for technological innovation in Chinese high-tech industry, and analyze the reasons for non-optimal technical efficiency and scale efficiency in some regions.Finally, this paper studies the determinants'effect on technical efficiency and scale efficiency, including economic development, market structure and so on, which provides empirical basis to explore ways for improving technological innovation performance in high-tech industry.
