Tobacco industry, different from the other industries with the nature of competition, implements the national tobacco monopoly system, the development strategy research conducted under which not only promotes the sustainable development of the tobacco industry, but provides references for the growth of the industries with the nature of national monopoly similar to the tobacco industry. Furthermore, comparing with the tobacco industry in the foreign countries or other provinces and cities, the management of the development strategy of Chongqing Tobacco is underdeveloped relatively. Especially, Chongqing Tobacco meets the great opportunities and challenges now. Thus, the necessity for the development strategy management promoted by Chongqing Tobacco is imperative.Utilizing the tools of STEEPLE & 5Fs, etc., this paper makes an overall analysis on the macro and industrial environment of Chongqing Tobacco, points out that the main opportunity for Chongqing Tobacco is the fast growth of the national economy especially the regioinal economy of Chongqing City, and the major threats are the reservation of the tobacco monopoly system, the impact from the tobacco control and the substitutes as well as the competitions among all kinds of opponents and potential competitors. Meanwhile, it conducts objective analysis on the internal conditions of Chongqing Tobacco, making use of BCG matrix, theory of value chain, and theory of core competitive force, etc.; and concludes the greatest advantage of Chongqing Tobacco—the legal guarantee and strong economical strength and the major disadvantage—the restriction to the potential of the tobacco business, the unreasonable business combination, the inflexible operating mechanism, etc.This paper indicates the three principles constituted by Chongqing Tobacco and then makes strategical selection with respect to the development of Chongqing Tobacco using the tools (such as SWOT model, etc.) on basis of the strategical analysis. After it shapes the value system and prospective target, With an eye to grasping the opportunities, avoiding the threats, exerting the superiority and overcome the shortcoming, this paper proposes the six strategical measures: the construction of the modern tobacco circulation project, the construction of the special-flavor and high-quality tobacco leave project, the diversified development strategy, the internationalized growth strategy, the alliance growth strategy and differentiation strategy. Meanwhile, it analyzes the necessity. impendence and feasibility of these strategies above and then gives opinions on the execution of them. Later, it explains in details the five supporting points: the system, talents, science and technology, culture and investment.Finally, the paper researches on the organization and implementation of the strategies, aiming at the seven aspects: reinforcing the organization and leadership, strengthening the thought of strategy, drafting the strategical plans, realizing the tasks of implementation, providing the resource guarantee, stressing on the execution control as well as the adjusting and upgrading.
