Research On Heilongjiang Province Independent Innovation Policy

Local government what is an important component of the local innovation system plays an important role in building local innovation system. Local government in the correct position on the action, and in key areas of within the appropriate work, plays a crucial role. The weak capacity for independent innovation of Heilongjiang Province seriously hampers the province's economic development and enhancement competitiveness of enhancement. If Heilongjiang Province accelerates upgrading the ability of independent innovation, we must firstly resolve how to improve independent innovation policy guidance and incentive effectiveness.Based on this, this paper firstly researches the related theory about independent innovation policy; Secondly, the paper summaries and aggregates the domestic and foreign application of the independent policy tools. On the one hand this provides the status quo analysis of Heilongjiang with the comparative basis. On the other hand this provides the construction about independent innovation policy support system of Heilongjiang Province with the reference; Then, from the actual conditions in Heilongjiang Province the paper sums up the policy of independent innovation of Heilongjiang and analyzes the existing problems of its formulation. In addition, the paper comparatively analyzes the implement effects on Heilongjiang Province independent innovation policy with Fuzzy Comprehensive Evaluation, which points out the gap and inadequate between Heilongjiang and developed areas. These specify the improved policy direction for the construction of independent innovation policy support system in Heilongjiang Province; Finally, on the basis of the above study, the proposal of the construction about Heilongjiang Province independent innovation policy support system is raised.In the part of comparative analysis about implementation results, startingfrom role target of the local independent innovation policy——the enterprisesof local innovation system, science and technology intermediary service, local government and the environment for innovation ,this paper constructs the index system of comparative analysis about the effect that is implemented by local independent innovation policy; Then using Fuzzy Comprehensive Evaluation applied to more evaluation factors, more fuzzy factors, the paper comparatively analyzes the effect of implementation on Heilongjiang Province independent innovation policy. The index system and method can be carried out as a comparative analysis method for a general local government innovation policy implementation.
