The Study Of Project Performance Review System Of State-owned Construction Enterprises

Now construction has been an independent industry of national economy. As the main body of the construction industry, the state-owned construction enterprises usually adopt the organizational structure of project management. However, few construction enterprises focus on construction performance review, in addition, the project team and the manager of the project are changed frequently, all of which make project performance review strange to most of construction enterprises. Even for the construction enterprises who focus on project performance review, they remain lack of a scientific project performance review system, which results in inadequate review results based on the everyday task performance and narrow performance index.This article explores the thread and method of how to implement performance review systematically by analyzing the organizational structure and actual situation of project performance review system of state-owned construction enterprises. First, the article illustrates the current situation of performance review of construction enterprises, analyzes the importance of implementing performance review, explores the requirement of organization environment for enterprises implementing performance review, and studies how to set up enterprise performance goal as well as the relationship among performance goals of enterprise, project and individual. Furthermore, the article determines the object and period of project performance review based on the organizing method of construction enterprises. Then the article uses the related theory knowledge of performance review to determine the performance review index and weighing for project manager and other project managerial staffs and designs applicable form of performance review. Finally, the article analyzes the current method of performance review and chooses one method applicable to project manager and other managerial staffs in the implementation period. Then the article analyzes how to implement performance review and how to analyze review results as well as the application of results.The article establishes a scientific, reasonable and operable project performance review system which solves the problem of how to set up and implement project performance review system and reduces the equalitarian of profit distribution, which is helpful to improve payment management and staff management thus to improve management effort and production efficiency to promote the project benefit as well as the whole enterprise benefit.
