With the arrival of a new around of industry transfer on the global level, cross-border investment in the service industry has developed very fast. And a new around of adjustment in the industrial structure, featured with service outsourcing and the transfer of the hi-tech and high-added value manufacturing and research process, is rising. Under such circumstances, China's industrial structure is also experiencing an in-depth adjustment. Besides, the country has stated clearly"the metropolitans should put developing the service industry as a priority". All these have created great opportunities and conditions for China to grow its business process outsourcing (BPO) and embrace this new round of industry transfer. China's business process outsourcing industry started comparatively lately and its industry scale is still not large enough, but it has become a country with great potential due to its comprehensive strength. This thesis has taken business process outsourcing as its research question. It has given a general description of the development of business process outsourcing around the globe, in China and in various industries and has demonstrated the current state and the wonderful outlook of business process outsourcing. With the AHP Model, the composition of those factors for places competing to undertake the outsourcing and their respective weight in the total composition has been analyzed, and those factors has been divided according to their importance. After an enhanced understanding of the complicated index system of competitive advantages in undertaking business process outsourcing, analyzed China's BPO industrial environment in various industries. What's more, the thesis has pointed out clearly that China's strategic positioning,and should seize the advantages in cost, commercial environment and human resources and improving the disadvantages in talent structure, industry scale and the law; the country should act proactively to take the preemptive opportunities. In the face of different circumstances, the government should take corresponding measures, strengthen their effort in making overall planning on the layout, making supportive industrial policies and improving talent cultivation to improve China's competitive advantages in undertaking business process outsourcing.
