After entering WTO, China's commercial banks have been facing fierce competition with foreign banks, and the problem of entering into international market to expand their space. However, referring to our realization of the factual operate circumstances and the competitiveness of our national commercial banks after the reform from traditional state-owned organizations, we have no systematic, comprehensive and adaptive performance appraisal system. The research on performance appraisal of China's commercial banks is a comparative new topic, domestic papers on commercial bank concentrate on its functions, the arrangement of its system and its corporation governance etc, meantime, lack of research on its performance and competitiveness. So, this theme is of great practical and theoretic importance. Based on studying plenty of researches on interrelated literatures and empirical data, this paper analyses the relationships between the performance of China's commercial banks with some macro factors, such as economic cycle, economic policy, the volatility of price, interest rate and exchange rate etc, and some industry factors, such as the structure of markets, industrial policy, and government regulations etc, and lastly some micro factors, such as the scale, the structure of ownership, the price of capital, the quality of assets and the corporate management etc. After then, drawing lessons from the research method of appraisal on enterprise performance and competitiveness, this paper elects an appraisal system, which is guided by strategic management, centering on value management, and secured by quality management, and further develops its details, looking forward to servicing as a guiding principle on the realistic operations of the domestic commercial banks.
