Learning force, innovation force and culture force are elements of enterprise's core competitiveness. Training is the only channel for hi-tech enterprise to get these three elements. Knowledge-model employee are core resource of hi-tech enterprise. So knowledge-model employee training is not only the enterprise needs, but also strategic needs for hi-tech enterprise to prove its core competitiveness and sustainable development.Training strategy is the subsystem of enterprise's development strategy, and it is an important element of enterprise's human resource strategy. Training strategy planning is the extension of training strategy and the basic of training strategy management. The establishing of it has respect to the effect of training. Training strategy planning is the most important and the core element of enterprise achieve training strategy, and also the key to establish enterprise core competitiveness.The essence of hi-tech enterprise and the characteristic of knowledge-model employee is the basis of the thesis, and the training of Wuxi BE Company is researching case. To combine with the current situation of Wuxi BE Company, the thesis analyze its training strategic target and emphasis, through SWOT analytical method. Then the thesis fixed its training strategic problem and planning. The emphasis of the thesis is training strategic planning which is basic on training strategic problems. It contain as such aspect as follow: Firstly, constructing a training courses system supporting enterprise's core competitiveness, and designing"2008-2009 BE Company technicists and developers training courses system". Secondly, the tactics of constructing an terrace to meet knowledge-model employee autonomic learning. Thirdly, the mechanism of constructing knowledge-model employee learning team and innovation team. Finally, training risk management which including analyzing element of training risk and the precaution mechanism of it.
