Human resources strategy of dynamic programming is a planning and predicting process of Human Resource allocation and management policy by analyzing the demands and challenges of the future environment to enterprises, the essence is to determine the strategic objectives and implementation of the program of Human Resources.The main task is to determine the structure of the organization and job functions and staffing system according to the business development strategy.As a part of the overall human resource strategy framework, it is closely related with recruitment and selection,remuneration,evaluation, training and so on.In this paper,I analysis Human Resources by introducing the GZG group's external environment including port in the world developments in the industry,the development of domestic macro-economic environment and the economy surrounding the port,port development analysis.On this basis,I Put forward a strategic human resources planning framework to forecast the human resources demand for the next few years and Put forward the planning and proposals about management and organizational structure,dynamic management positions,staff recruitment and selection,performance management,salary management,training.I hope that through the use of theory to improve the awareness of human resources management system and to provide a reference on improving human resources management on the port-related enterprises.
