Coal industry is the essential energy in China. Due to the advancement of technologies and the changing enterprise environments, the uncertainties and risks in project execution have been increasing and challenging in the execution of coal projects. Therefore, risk management and control have become one of the critical tasks in the effective and efficient project management of coal projects. This paper has presented the basic concepts and theories in project management and risk management, in combination with the characteristics of coal projects, illustrated the major risks which need to be carefully dealt with in the construction of coal projects, conducted the case studies and risk control analysis, identified the risk sources in the execution of coal projects, and established the risk management and control models. Further, this paper has applied the Layer-Analysis Methodology to conduct the risk analysis and evaluation for one real coal project, identified the critical risks in the project execution, presented some suggestions, responses and advices for risk control and management which are beneficial to the effective control of various risks so as to enhance the competitive advantages of coal enterprises.
