Countermeasures To The Issues In Urbanization Development Of Shanghai Suburbs

The formation of towns is an essential phase and effective gateway to urbanization, which follows the process of development and revolution of social economy. In our country, China, the whole present developing situation is relatively fallen behind. Because of the excessively large population base and relatively lack of resources, to take the formation of towns as a means of the goal to realize urbanization is a more realistic program. The public administration system which has been formed in the long-term agricultural society can not meet the needs of rapid urbanization, thus occurred a phenomena of lack of public administration. Shanghai, as a metropolis with the most substantial population in mainland China, a model of combining the central city districts, suburbs and rural towns has been taken into shape in the duration of urbanization, which not only has the common features, but also has its own distinctive characteristics of the process of urbanization.This article draws upon the theoretical knowledge of economics, regional economics, administration study and urban management study; carrying out a detailed analysis of the change, the current status and the being issues of the continuity of public administration in the development of the urbanization of Shanghai suburbs; exploring and doing an in-depth discussion of the target assessment system, construction standards and social functions which affect the development of the urbanization of Shanghai suburbs; at the same time drawing lessons from the advanced management experience and ideas of urbanization alike from both domestic and abroad cities. Considering the actual situation, the article makes out the policy recommendations of the process of the formation of towns: firstly to improve the legal system, reform the household registration management and urban land use system and set up the social security system; secondly to establish the management mechanism with a clear roles of affairs, finance and responsibility while coordinates cities, districts and towns; thirdly to build up a market-oriented urban construction and investment system of society as a whole; fourthly to make a overall planning of the city and improve the planning level of cities and town.
