Study On The Development Of The Northeast Rural Human Resources Of China In New Age

"The first document"of the centre authorities of our party all concentrates on the"three rural questions"since the last decade. The matters concerned to"the agriculture, the country, the peasants"have been the key problem of the development of economy and society of our country. The importance of"three rural questions"can be seen from this ."The three rural questions"is regarded as the whole situation of our economy and social development, with the important effect to carry out the science developmental idea and build the harmonious society of socialism. The promotion of the importance of"three rural questions"makes the human resource development of rural area becomes more important than ever before.The development of human resource in northeast rural area is a muti-view systematic project. Facing the problems that the human resource quality is not high in northeast rural area and other problems the government confronts , it is vital important to reduce the gap of city and country, increasing the city-country construction, building the harmonious social structure, solving the"three rural questions".The passage is divided into four parts . The first part of the passage will introduce the relative concept and theory basis of the present human resource development of country in northeast area. The concept of human resource in theory field has three opinions: the first one is the concept of adult population. The main opinions are : human resource is the labor ability accessible to all population; the second one is the concept of working people, which is : human resource is the whole people who are engaged in social labor; the last one is put up recently : the concept of the quality of people, which believes : human resource is the function which integrate to the quality people. Human resource is the sum total of physics, intelligence and minds in which have been indirectly indulged during the process of labor and productivity. Rural human resource development is the activities and courses of exploring , nurturing , and developing the rural human resources . It includes the rural workers'life and health protection and the education , training and mind exploration of agriculture , migrants quality , rural workers'forward education , etc . Through the course of rural human resource development , we can enhance the rural population's moral , technologic , cultural and health quality as well as their sense of democracy and self-renewal , which will stimulate the development of state and social economy . The main theory basis of the passage has been divided into two parts, the first part is the relative idea regarding human resource by Max, the other part is the relative statement to human capital by Schultz.There is an introduction of the development of human resource in the northeast area in the second part of the passage, which has great sense of theory and practice. The theory sense shows mainly two aspects, the first aspect, the human resource of country in the northeast area shows the relative idea of scientific developmental sense; the second aspect, the human resource of country in the northeast area shows the relative idea of building harmonious social. The passage consists of three aspects of researching practical sense. Firstly, the development of the human resource of country in the northeast area is the urgent request of city-country process; secondly, the development of the human resource of country in the northeast area is the natural request of invigorating northeast. It has five aspects: 1. the shortage of investigation 2. fail to build the framework of muti-education 3. not enough to protecting policy 4. fail to adjust the orientation of occupational education and adult education 5. not enough direction; the third, the new period government research the problems and reasons of the training process in the northeast area which has several parts, 1. the shortage of investigation to the train of peasants 2. fail to build the managtic system 3. fail to enhance the passion of joining and training 4. the shortage construction of culture and environment which has several aspects: 1. the main shortage direction of culture and environment 2. the shortage of direction 3. not enough money to put inFrom the government-dominant point of view , this paper raise the suggestions of exploring the human resources from these six aspects : Firstly , the government should further perfect the present finance model and widen the methods of finance 2. greatly developing the power of professional education and adult education 3. further perfect the train of peasants which consists of several aspects, 1). to elaborate the main effect 2). build more training finance model 3). launch directly the train of peasants. 4. further enhance the cultural construction of country which consists of several strategies, (1). the government actually carry out the function (2). mold new northeast cultural sense with the purpose of suiting the development of socialism marketing economy (3). the government give the guarantee to the finance of the cultural construction of the new area (4) the government should enrich the model of the cultural activity of the country 5. the government should further perfect the social indemnification system of the country.
