Evaluation On The Coordination And Development Of Comprehensive Transport System Based On DEA

Comprehensive Transportation System(CTS) is a complex system that consists of railway, highway, aviation, waterway and pipeline transportation. With China's development of market economy, traffic has already become the bottleneck of national development. The essential is that CTS does not develop coordinately. Based on this, the thesis focuses on the coordination and development of CTS in our country.Firstly, based on the domestic and international research, the paper presents the concept and connotation of the coordinated development of CTS .Then analyzes the DEA method, including the basic theoretical model and the mathematical model which is dedicated to evaluating the coordinated development among multi-subsystems.Secondly, we appraise the internal coordination of China's railways, highways, waterways and aviation transport from the aspects of relative validity, scale income, investment surplus and output red by using DEA. The result indicates that the running efficiencies of transport subsystems are increased year by year. Except highway transport, other subsystems have an increasing scale income, which means the income effect would be much more better if investing more in these transportation modes. This phenomenon also shows that our country's investment in CTS is inadequate in whole.Thirdly, we appraise the mutual coordination of China's railways, highways, waterways and civil aviation transport horizontally and vertical from the aspects of coordinate validity, developmental validity and comprehensive validity by using DEA. The result indicates that the degree of coordinated development between railway and water transport is the highest; the validity between highway and railway or water transport is better; the coordinated development between aviation and other three traffics are worst. Overall, the efficiencies between various traffic modes are ascendant, and the coordination degree are getting better and better year by year.Finally, the paper discusses the problems existed in the development of CTS, including that the transport structure is irrational, traffic infrastructure is not in place, traffic management and services are not perfect. In order to solve the problems, several suggestions are given out, which are to improve the transport structure, speed up the construction of infrastructure, reform of the management system and to pay more effort to training. Based on all these, China's CTS would be more efficient and coordinate.
