Land reserve mainly refers to that the government departments and public institutions shall prior to the land development and consolidation and storage, in accordance with the relevant procedures of land. At the same time, transfers land at the right time in order to realize the transfer of land for urban orderly development and to achieve the goals of public security and the reasonable control of land market, etc. At present, the local government reserves of land is mainly use to management of land, biased in favor of land reserve management out of the land reserve originally purpose, and so caused urban space messy, urban planning, public facilities for failure to public land and land reserve, which can ping imbalance of days.In recent years, many local governments through establishing and implementing land reserve system, and improve overall urban land resource utilization efficiency. At present, for most of the city land reserve system implementation, the whole land reserve of city planning and operation is failed to timely and closely combining the city planning in the reserves of the key development area surrounding the land, resulting in the passive of land reserve and land resources cannot get the best results. Many domestic and foreign experts carried out extensive studies and achieved certain results in land reserve necessity, operation mechanism and mode, function and effect .But it's lack for researching relationship between the land reserve and urban planning study.In this paper as an example of Lanzhou city, it discussed the land reserve mode oriented by urban planning, trying for maximize the city own interests as the core, embody the people-oriented ideology, fully realize the role of city planning, and guaranted urban health, harmonious and sustainable development. Firstly, this article described in selection of the background, significance of research. Secondly, it is a brief introduction was described in the connotation of land reserve the background, function orientation and operational procedures and the relationship with urban planning next from the perspective of the problems of land reserves. It analyzed the problem of urban planning and land reserves, and analysis of the development strategy of it for this problem from the different aspects. This paper mainly studies the land reserve mode oriented by urban planning, and put forward the supportability measures of it. Finally, study of Lanzhou city, and analysis the main content of the land reserve mode oriented by urban planning, it hope can be provides the references when government reserve land.
