This paper focuses on the participants' behavior of the potato project in Dingxi. The issue of poverty had puzzled Dingxi for many years, and the "Poverty alleviation" project had failed repeatedly. While the potato project which started by the populace solved this problem. The author tried to collect the information about the participants in various stages and how they responded while turning point through literature collection and depth interview. This paper is also trying to describe how the participants make choices in different specific situations, which urges the potato trade towards an industry and to be a model of anti-poverty.This article proposes that in the anti-poverty practice of potato project, the participants (mainly farmers and merchants) use different acting strategies in periods of launching and promoting, while the strategies cause them make their own rational judgment, so as to interact in the whole and help the renewal and promotion of potato industry. In this research, the author discovered that the group of merchants are on the superior position, and they often have unique experiences and circumstances, and their action orientation is also various. Also, while entering "the game", they pay more attention to market information, government relationships as well as the use of technology. Often, they are inclined to transform these resources to personal relations, and then make further indication. While the farmers have common experience, they are inclined to make a decision which can reduce the risk. What urges them was derived from their relationships of friends and patriarchal clan. Also, the imitation to the groups around effects.Behind these totally different or approximately the same choice, are two-direction joint forces of actors' subjective and objective social structure. By analyzing the elements behind the action with Bourdieu's theory and rational choice theory, the author found that actors' rational judgment is closely related to their location of the action cognition as well as their own or probable capital relationship, so as to reveal the reasons of their behavior strategy.It is notable that, as a model of anti-poverty in the west china, the potato project changes the pattern of government-led anti-poverty practice, and also breaks through "the passive form" of farmer's participating ,as well as leads the poor themselves from poverty to prosperity. In this practice, the behavior way and method of resource utilization are integrated to the practice of anti-poverty, urging the solving of impoverished problems. Further, this paper supplies some ponders of how can we bring behavior of "the poor" into the later anti-poverty activity in the west. At the same time, it helps us understand and grasp the social embarrassment of current western china and logic of social operation better.
