Since the reform and open policy, people's living standard in China has been improved greatly. The economic and social development has obtained achievement of world interest. But there are still such problems as difficulties in increasing farmers'income, the relative poverty of farmers'life, a widening gap between urban and rural areas and the hard development of agriculture. It is an extremely urgent and core issue to solve the problems triggered by"the small-scale production and the big market", Enhances farmers'income while sustaining the enthusiasm of farmers under the family joint production contract management system.Looking over the experience of the overseas agricultural development, the cooperative has played an important part in enhancing the farmer organization and increasing their income. The farmer cooperative organization in China came into being in 1980's. It played a positive role in resolving problems caused by the small-scale production and the big market. But on the whole, the farmer cooperative organizations in China are underdeveloped with their small coverage areas and limited functions they performed in the promotion of agricultural and rural economic development. They are far from satisfied to meet the needs of farmers'production and management. The government has set forth policies to promote the development of the farmer cooperative organizations. But they do not come up to the ideal effect. Then, why is there such kind of situation? Is it that China does not need the farmer cooperative organizations? If they are needed, what measures should be adopted to speed up its development?Based on these questions, the author analyses the development of the farmer cooperative organization after clearing up the connotation of the farmer cooperative organization, combining theoretical analysis and empirical analysis, general investigation and concrete analysis. This thesis has carried on a theoretically economic analysis to the mechanism of the farmer cooperative organization firstly. Then it reveals problems existed in the development of China's rural cooperative organizations by investigating it concretely from both macro and micro aspects. After that, the thesis puts forward some suggestions on promoting the development of the organization based on the experience drawn from the United States, Japan and other countries.This thesis reaches the following conclusions:(1)The development of the farmer cooperative organizations is objective and inevitable. It is shown from the domestic and foreign experience that the development of the organization is an inevitable outcome of agricultural development. Therefore, it is unavoidable to develop the farmer cooperative organizations in China.(2)Since the main factors that restrict the formation and development of the farmer cooperative organizations can not be improved significantly within a short period of time, it will be a slow and long process to develop the farmer cooperative organizations in China.(3) It needs widespread propaganda and popularization of the cooperative to develop the farmer cooperative organizations.(4) The government plays a vital role in the development of the farmer cooperative organizations development. Without its support, it will be very difficult to develop the cooperative organizations.
