Essential Causation And Solution Research Of "Three-agriculture" Problem In China

The "three-agriculture" problem, known as agriculture, countryside and peasant problem, has being turning into a significant economic, social and even political problem in China gradually. It not only affect the development of national economy and stability of the whole society, but also is a grave difficulty of build "xiao-kang"society. Therefore, whether it can be solved smoothly directly affect continuous development of agriculture in China and completely progress of social economy. So, It is our principle task to solve this problem which decides social stability and economic development of our country.The Party Central Committee propose the object to construct a harmonic socialistic society and solution of "three-agriculture" problem is the critical factor to realize the object. Only if finding out the causation, can we solve the "three-agriculture" problem fundamentally and step into the realization of constructing socialistic new countryside and establishing socialistic society.The historical formed developing mode has a characteristic: separate development between city and countryside. This mode lead to a special dual structure between cities and rural areas in the process of industrialization, urbanization and modernization. This thesis ascribe the essential causation of "three-agriculture" problem to the delay of the special dual structure between cities and rural areas'conversion. To solve "three-agriculture" problem, we should not confine sight into agriculture and countryside. What we should do is to put agriculture production into the circulation of whole national economy, put countryside development into the process of establishing socialistic harmonic society. Firstly, this thesis introduces general theory of the dual structure, analyzes the formation of the dual structure and its'particularity. After dialectic analysis of the relationship between "three-agriculture" problem and the dual structure,this thesis points out the special dual structure is the essential reason of "three-agriculture" problem in China. Secondly, the thesis discusses the serious affection of the special dual structure on "three-agriculture" problem. The author consider it is the existence of the special dual structure that leads to enlargement of income gap between city and countryside, different treatment between the urban and the rural, encumbrance of rural surplus human resource transfer, inferior position and losing of comparative interest. Finally, the author points out the key answer to "three-agriculture" problem is to accelerate the conversion of the special dual structure between cities and rural areas. So it need to sufficiently take advantage of the pulling and driving function of city, make good use of the support and feedback from city to countryside, construct a system in favor of conversion of the special dual structure, stabilize ,complete and enforce support policies to agriculture, speed up economy development of countryside and agriculture, endeavor to realize stable increment of peasant, facilitate benign interactivity and co-development of city and countryside.
