An Empirical Study On Benefit Mechanism Of Poverty Populationin Pro-poor Tourism

Every year's on October 17 is decided as "International Day for the Eradication of Poverty".The eliminating poverty and the development tourism is the pressing task which many countries and regions facing,thus has been attracting a large number of scholars to devote to these two issues.The massive investigation and study indicated that China's abundant tourism resources distribution and concentration of poverty-stricken population distribution is highly overlapped, the poor area is the tourist resources most potential region, the tourist resources distribution is more centralized,the resources quality is high.Therefore,the perfect combination with the development of tourism and the anti-impoverished will be an effective way.When tourism promoting the economy and social development fast,at the same time,it has brought many questions inevitably such the environmental pollution,the social culture destroy, the unfair distribution of tourism income and so on to tourism receipts.Compared with the developed regions,there is often more difficulties and obstacles againsit the tourism development in poverty-stricken areas,in which the community residents suffered the negative influence passively and excessively brought by tourism development,whereas has not been given the proper compensation or the rights and interests, this was unfair to the community residents.If this trend continues,will cause resentment of community residents, appearing the phenomenon what Doxey said,namely,the community residents' attitude toward the tourism development will experience joy,indifference,anger and confrontation in several stages,finally lead to the socio-cultural and environmental destruction.Therefore,there is a certain relevance to discuss the question residents benefited from the issue in the tourism development process in poverty-stricken areas.Based on the introduction of tourism industry support poverty alleviation in Shaoyang,this thesis makes a research and analysis on benefit problem of poor people during the process of tourism industry support poor alleviation,which adopts the core theory of tourism industry support poor alleviation,theory of tourism stakeholder,theory of tourism multiplier and theory of sustainable development.Problems were pointed out and benefit system was systematically built.The full text including introduction,body and conclusions. And the body of which is divided into three parts.The first part is the basic research on Pro-poor tourism development.On the basis of a brief review of research on Pro-poor tourism at home and abroad,this paper pointed out the limitations of domestic research,then indicated the direction for the research;Taking into account the complexity of Pro-poor tourism,as well as to make the research more Targeted,some basic theories were introduced such as the causes of poverty theory,tourism multiplier theory,tourism stakeholders theory and tourism sustainable development theory, And ilustrated their mutual relationships,making foundations for the following research.PartⅡis the empirical research on tourism benefit mechanism,the feasibility of Shaoyang's pro-poor tourism development and the influence on Poverty population in the process of pro-poor tourism development were analysised;the main sources of income which poverty-stricken population gained and some problems and obstacles existenced were analysised and summed up;the root analysis on the existented questions of Benefit Mechanism were made in the view of economics,sociology and management.PartⅢis the benefit mechanism system design for the poor. in view of Shaoyang's actual situations,a profited benefit mechanism model was Constructed,namely the participatory mechanism,the guidance and incentive mechanism, the interests of balancing mechanism,the dispute settlement mechanism and the monitoring mechanism,so as to offer a theoretical basis and scientific policy support in order to safeguard the rights and interests of poor people effectively and to promote Shaoyang's tourism developing healthy and sustainably.
