With the nation’s new energy efficiency requirements of fixed assets investment and the tension energy supply, the grid bears the dual capacity of urban infrastructure construction and energy supply, its energy efficiency is more important. Substation construction as a main part of the construction of power grids, its energy efficiency will have a direct impact on the energy efficiency of the power grid construction projects.Domestic and international research in this regard at this stage is mainly concentrated in the energy efficiency of a department or a device. Specific to the substation’s energy efficiency is only limited to certain aspects involved in the practical application, such as air-conditioning system and DC energy-saving, yet mature theories and evaluation methods. Therefore, combined with the context of energy efficiency requirements of fixed assets investment from national development planning as well as the actual situation of the substation construction projects, this paper builds energy-saving evaluation index system of substation construction projects, and design of evaluation model and its energy efficiency evaluation is of great theoretical and practical significance.This paper first has explained the basic concepts and the relationship between the substation energy-efficient design and energy saving evaluation. And then interpreted the substation energy efficient design system in detail, expounded the various parts of the energy-saving design, the meaning of the substation and the mainstream energy-saving design method in China. In basis of substation energy-saving design, consult the energy-efficient design detail that published in" the fixed assets investment projects in energy assessment and review of the Interim Measures for energy conservation design", then made use of them in substation energy-saving evaluation, built energy-saving evaluation system for substation construction projects, and then make further detailed description of each indicator, further decomposed the data, including indicators, data acquisition methods. Finally, paper departure from the characteristics of energy-saving evaluation, using fuzzy analytic hierarchy process to build a substation energy-saving evaluation model, and applied this model to the energy-saving evaluation of Wulanchabu Qianqi Industrial Park220kV transmission project, the results showed that the system evaluation index system and evaluation method the FAHP practicable that established in this article, could reasonably solve the substation energy evaluation, wished to provide some guidance for substation energy efficiency evaluation.
