Because many people share limited land, the contradiction of land supply and demand is obvious. Under the new background of balancing the urban and rural development and developing the strategy of one circle area and two wings area in Chongqing, Chongqing Province should put forward the higher and newer demand to make use of limited land resources, Optimizing the land use structure and land use function, ensuring the safety and sustainability of the land resources use, matching short-term and long-term land-use benefits ,Exploiting, utilizing, coordinating, programming the land resources from the perspective of comprehensive land use, which is an effective way to meet with the new and high demand in Chongqing.Starting with defining the meaning of comprehensive land use, on the basis of using the relevant land use theory and methods, combined with the actuality of land use resources in Chongqing, this paper analyzed the dynamic changes of land use and the existing problems in Chongqing. Through constructing the indicators evaluation system of the comprehensive land use and using the AHP, the paper evaluated the comprehensive land use efficiency in Chongqing from the year 2001 to 2007. By combining the qualitative analysis and quantitative testing, an overall and deep analysis about the influencing factors of the comprehensive land use in Chongqing has been done. In the end, the strategy and advice has been raised. Major findings and conclusions of the study are listed as following:①The characteristics of the dynamic changes of land use are obvious, and the problems about land use are more prominent. The characteristics of the dynamic changes of land use mainly manifested in two aspects, Firstly, the agricultural land led to the change of land use structure. It shows that the proportion of agricultural land in Chongqing occupying 84.3%, which will be a kind of important power for the effective regulation and control of land use; Secondly, the land use extent is fluctuating, it shows that the change of social and economic strategy and other variable factors infect the stabilization of the land use system in Chongqing. There are many prominent land issues in Chongqing: Overpopulation sharing a limited amount of land; the land supply is hard to satisfy the land demand; it is difficult to curb decreasing momentum of the land; Extensive land use and a serious waste of land resources; the issue of land transfer; serious land degradation and ecological deterioration. Mastering the characteristics of the dynamic changes of land use and the problem of land use in Chongqing has a great significance for the comprehensive land use in Chongqing.②Overall efficiency of land use rise but has ups and downs, and the effectiveness of its internal composition has different changes. From 2001 to 2007 overall efficiency enhance the rate of 166%, but the year of 2004 and 2005 it ran downward, reflecting that the system of land use in Chongqing is unstable. Effectiveness of internal composition runs upwards, but in fact changes among them are different. The productivity index progress steadily, but its proportion is weakening, the proportion of productivity index in the whole comprehensive land use benefits fall from 52% to 30% between the year of 2001 and 2007,but the proportion of other index has increased, from another angle shows that the internal composition of comprehensive land use benefits in Chongqing grows gradually reasonable. Society contribution index improved significantly, but it has a poor stability, the Chongqing municipal must pay attention to the social stability of the land use. Security index grows little and its proportion is low, the future land use about security should be strengthened in Chongqing. Structure index had great growth in 2003, but it has stopped running in recent years, a breakthrough about the structure efficiency of land use should be made in Chongqing.③Social and economic factors are the main impacts for the comprehensive land use. Urban economics play a dominant effect on the comprehensive land use. Urbanization, investment and industrial structure, the people's living standards, demographic factors, land policies and systems, technology development and other socio-economic factors closely related to land-use change, making a strong effect on the structure and function of land use, they are the main impact factors of the comprehensive land use in Chongqing. In quantitative test, it has been found that urbanization and industrialization are the dominant driving force for the land-use change in Chongqing. To ensure the change of land use corresponding with the development of urban economic is the important factor for improving the benefits of the comprehensive land use in Chongqing.④Finally, this paper put forward the general ideas and specific recommendations. The general idea: Meeting with the needs of economic growth, paying attention to social development; Attaching importance to the security of land use, ensuring the sustainability of land use; considering driving factors of land use, and grasp the trend of land-use change. Specific recommendations: a rational distribution of land in urban and rural areas, long-term planning for industry and agriculture land use; Promoting changes in the land system, and innovate forms of land transactions; paying respect for the laws of nature, paying attention to the comprehensive value of land use; guiding healthy consumption, putting up a reasonable population policy; Increasing the exploitation and consolidation of the land, establishing strictly arable land protection system. Achieving land management more scientifically and technologically; establishing the mechanism of public participation to protect the sustainable use of land resources; Promoting urban land use replacement, adjusting and optimizing the land use structure and layout.
