The most arduous and difficult task for building the well-off society is the three-dimensional rural issues concerning agriculture, countryside and farmers, which is the bottleneck for the development of the harmonious society. The core of these three-dimensional rural issues is increasing the farmers'income, which is mainly related to their employment. So during the period of building new countryside, the big and urgent problem is how to orderly transfer the enormous surplus of labor force from the agricultural area to non-agricultural industry and the cities.Shandong is a big agriculture province, while Linqu is one of the biggest population and agricultural counties in Shandong. Therefore, the rural labor force transference in Linqun is a typical issue.The thesis firstly introduces the related theories on the transferring labor force and some countries'practical experience on this issue, and makes a brief comment on the research of economists home and abroad. Then it analyzes our country's rural labor force transference and its effect on the social economy. And on the study of the successful transference of Linqun rural labor force, the thesis sums up the main characteristics of the rural force transference in recent years and finds out the principal issues and limitation factors in this transference. Lastly, according to our country's actual situation, it brings up the overall thought and proposal to speed up the rural labor force transference. (1) Transforming ideas to perfect the system reform, (2) Enhancing education and professional training to improve the competitive ability of the labor force, (3) Speeding up the country's urbanization and the rural surplus labor force's employment ,(4) Speeding up the development of non-agricultural industry to offer more employment chances for farmers.
