At present, With domestic and international market's competition increase, the Chinese automobile market rapidly expanding. With increased production, new product development cycles shorten; the core technology research and development needs, all these require automakers to enhance the level of project management to start the automobile project. Due to the current overall level of China's automobile industry is not high, there is a gap in the product development level and capacity compared with foreign giants. The existing management style and level of the automobile enterprise is the cause that the quality of the product development is not high; the development cycle and project delays invested large. Thus greatly weaken the market competitiveness of enterprises.In this paper, with the background of A company vehicle product R & D projects, we carry out an analytical mainly from the vehicle product development project scope management, vehicle control product R & D projects. For the project management department,we put forward a combination of PMBOK guide project WBS decomposition; for business department,we use ARIS modeling tools to help project WBS decomposition. We use PDCA management thought to optimize the property of the WBS, so that it could help optimize the control of the project cycle. We use of enterprise-class project management software Primavera Project Planner for the best decomposition control of WBS. With the advanced software features we could have the overall better control of project implementation from the program management, schedule management and cost management.
