Post-Evaluation Study On Navigation Economic Benefit Of The River Navigation And Hydropower Junction

The River Navigation and Hydropower Junction was carried out in the nineties of the twentieth century by the ministry of transport.They are construction projects which develop and utilize the water resources comprehensive as"navigation mainly,navigation and hydropower combined,hydropower promotes navigation". Navigation benefit is one of the main benefits of the River Navigation and Hydropower Junction, correctly analysis and evaluation of the navigation benefits is an important content of their post-evaluation, and it has great significances for similar new projects.Firstly, this paper took the construction and the post-evaluation process of the River Navigation and Hydropower Junction as background,brought up the significance of the study. And then analysed the study status quo of navigation benefits post-evaluation,and introduced the related contents and methods in the post-evaluation of navigation economic benefits,and brought forward the main contents and methods in this thesis.Based on the post-evaluation time point,the author divided the navigation economic benefits post-evaluation of the River Navigation and Hydropower Junction into two aspects to analyse: the objective post-evaluation in the actual operational period and the navigation economic benefits post-evaluation in the entire operational period.In the objective post-evaluation of the actual operational phase, this paper established the index system of the navigation benefits objective post-evaluation, and used the grey fuzzy comprehensive assessment method based on grey relational degree to conduct a comprehensive evaluation,and then gave conclusions that whether the project objectives achieved the desired level in the actual operational period, and how extent to achieve.In the navigation economic benefits post-evaluation of the entire operational phase, firstly, forecasted the quantity of shipment data after the post-evaluation point according to the occurred quantity of shipment . And then calculated navigation economic benefits in the whole operational period according to the"with and without antitheses"method,and gave the continuing conclusions of navigation economic benefits, viz. whether the navigation economic benefits are durative,and when the navigation targets of the junction could be fully achieved,could exert its optimal benefits,and so on.At last ,according to the thought that based on the post-evaluation time point,the thesis took the Dayuandu Navigation and Hydropower Junction on the HsiangRiver as a case to analyse and calculate its navigation benefits post-evaluation.Now,the River Navigation and Hydropower Junction is still in the exploratory stage of development.Their economic benefits and compositive influences have no demonstrations before.The post-evaluation was studing based on the evaluation time, the index system of the navigation benefits objective post-evaluation and the application of navigation economic benefits computing methods , that brought out in this thesis , would have a directive action for the future constructing and study in River Navigation and Hydropower Junction post-evaluation.
