Study On Quantitative Analysis For Social Impact Of The Highway Construction Project In Xinjiang

Along with the outlook of scientific development goes deep into people's mind, the social impact evaluation of highway construction project becomes more and more important in order to achieve sustainable development. It insures the highway construction developing harmoniously, and raises the level of decision-making. In recent years, the highway construction is developing rapidly, so that the project evaluation is necessary. Because of the low economic development, the social problem such as minority and national defense, and the different ecosystem and resources in Xinjiang, the impact of the highway construction are more on the society side than on the economic. Besides, the social impact includes many factors, most of which are hard to quantitative analysis. How to build up a scientific, integrity, numerical social impact evaluation system needs to be solved, which could make a fairly, overall and objective evaluation.On the basis of the references about the theory and contents of the domestic and international social impact evaluation, this paper shows the contents, indices, characteristics, principle, and the methods of social impact quantitative evaluation system, and sets up a neural network quantitative analysis model. By investigating and analyzing the mechanism of sustainable developing social impact of the highway construction projects in Xinjiang, the paper compares various methods of social impact evaluation, and summarizes the evaluation flew. Simultaneously, the paper discusses the methods to quantify various evaluation indices and the weights of indices. Based on matter analysis theory, a social impact quantitative evaluation model is built up, which is applicable to the highway construction projects in Xinjiang. At last, an example is application to testify the evaluation system.
