With the development of knowledge economy, the competition among enterprise is increasingly turning from competition of products to competition of persons. Along with it,the strategic position of human resource management in one organization is continuously rising. Whether an enterprise can persisten tly meet the requirement of customers and market is determined by the work output of its stuffs. And stuffs work performance is the result of the enterprise’s management and cultivation of people. Therefore,the essence of an enterprise is to manage customers by managing stuffs. One enterprise must have its own core competency. It is the origin and basis for an enterprise to win the predominance in persistent competition. To realize the core competency for an enterprise,stuffs also need to have corresponding core competency. Core competency is the sum of observable knowledge,skills,trait and activities to create competency for the organization.The core of human resources management is to handle the dynamic relation between position and people. The position based HR management is the traditional way of HR management. It has established relatively complete method and process,including ways of information collection,and so on. But because of the traditional way’s over emphasizing of the work itself,it is hard to well integrate work analysis, people selection, performance auditing and group stimulation. Therefore,the traditional HR management method,which takes positions,is becoming unqualified to meet the requirement of modern enterprise management.While people comes to become the core of enterprise management and operation,and with the deep going of the research on the relation between work performance and people’s internal diathesis factors including knowledge,skills,behavior,personal tendency,internal initiative,etc. Competency-based HR management is increasing winning more and more attention of the theoretical and practical world. The Competency Model combines the enter prise’s core competency with stuffs’ diathesis. Described with the language of behavior,it provides basis for key stuffs’ recruitment,utilization,cultivation and attraction. It achieves the ever growth of an enterprise by adding value to HR and is the new base point of modern HR management.This paper studies the role of the competency model in recruiting and selecting of company A. In this paper,the background of competency model,concepts,research results,relevant literatures and its application in recruitment at home and abroad as the opening. Firstly,this paper analyzes the recruitment status of Company A,sums up the problems in the traditional recruitment system,and construes the increasingly serious problem of the loss of personal the last two years in company A,together with operation expansion which leads to staff stress,sudden increase in demand. The reason for these problems is the lack of a scientific recruitment program, which leads to the recruitme nt system based on competency model. Then this paper takes the post of construction project manager in Company A as an example,tries to design a competency model, and determines the specific criteria in recruitment based on competency model,to measure and assess the quality of candidates,and make the hiring decisions. Finally,for the problems in recruitment in company A,this paper puts forward some corresponding countermeasures.
