With rapid growth of Chinese national economy,housing consumption has become a hot spot and a new economic growth point。It also offers a good opportunity to real estate development enterprises. In the past two years,social and economic environment of the real estate industry has been changed a lot。The real estate market is becoming more mature and the competition among real estates corporations is fiercer than ever before. A developer must find a effective way to take advantage of lower cost in its projects for survive and grow. Only in this way can a company maintain its competitive power. Therefore,cost management in development projects is a key to manage and operate modern real estate company. the Paper proposed a series of measures to real estate development Project cost control, The paper at last summaries that it is very necessary to be acquaintance to the importance of the points below for cost control of real estate development:1. All the cost control management of the real estate development project should take cost-benefit concept as a main idea, try to create more use value and earn more profit for the enterprise with possible low cost.2. Cost management and control of real estate development must combine with the developer's organization measures and technical measures for cost control during the program running. Organization and technical measures are supplement for each other, only when both of them were strengthened could a developer acquires the best profit.3. The generation of cost is related to the activity of policy makers, managers and executive persons. Thus the cost control of real estate project is a full staff and full process management. An enterprise needs perfect cost control system to enhance the cost supervision and analysis during the operating process and feed back information in time and establish anticipant cost dynamic control system of real estate development project. On the other hand, the cost management should be active control rather than passive control by relate management persons'duties, rights and salary together to achieve the cost control objective step by step; it is also necessary to reduce the period of cost stat for pre-incidence and dynamic control.4. The comprehensive character of cost control. The cost control is throughout the whole development process. In the process of control, one needs to control the consistence of project expense, make use of advanced information management measures and rigorous management to enhance the cost control. The anticipant cost objective is not isolated, it is significative only when it is considered with quality, schedule objectives and efficiency, workload request.5. try hard to promote the rationality of cost anticipation which needs to be done before or during the development.6. control the sensitive fee which has high influence of the project strictly.
