Today, enterprises have to face more and more fierce competitions, not only lie in low price, but also product diversion and quick response. Due to the limitation of enterprises' resource, they concentrate their limited resource to their core business, and authorize their non-core business to agencies with high specialty, which can be called outsourcing, a method of saving cost and getting competitive advantages for enterprises. From the 1990's, as a way of optimizing internal and integrating external resource, outsourcing has become the trend of modern management method. However, human resource outsourcing is not a simple way that only outsourcing some affairs, but a kind of complicated scientific management. Some enterprises have not chosen human resource outsourcing till today, and some have chosen human resource outsourcing without appreciated result, the reason may lies in the ignorance of risk management of human resource outsourcing. Therefore, the research on risk management of human resource outsourcing is very practical, which is also the content and intention of this essay.Human resource outsourcing has an exciting prospect as a new method of human resource management. The possible initiative points are the analysis of risk management mechanism from the point of entropy and dissipative structure theory, and the conclusion that how to control risk of human resource outsourcing. On the basis of indicating such theories, which are human resource outsourcing and risk management theory, this easy shows risk factors and outlines the current situation and risk type of human resource outsourcing, and adds up of which by actual cases. After analyzing the risk formation mechanism of human resource outsourcing, this essay comes to the conclusion that how to control risk of human resource outsourcing and provides some suggestions on risk management of human resource outsourcing in China from four stages, which are probing stage, negotiating stage, transforming stage and evaluating stage. Finally, this essay shows the summary and perspective of human resource outsourcing, and introduces the other content that should be researched.
