Nowadays, Project Management has been applied and been through some impressive development in variable business activities, mainly in Architecture, Transportation, and Industrial Design etc. It has been widely understood that Project Management is a useful and efficient tool to achieve the project objectives. Nevertheless, there are some main challenges needed for further study: First of all, the research focus of Project Management is only based only on one or several particular aspects of the project. A comprehensive study of the project has yet to be carried out. Second of all, the objective-oriented control management of the project using dynamic control theory has not yet been deployed. The actual objective-oriented control is still quite simple and ineffective. Finally, Project Management is not as much applied in telecommunication industry as in other business fields, few examples can be found. This report proposed some solutions to above aspects, by analyzing the use case of RASYS construction. Based on theoretical studies, of our use case, on project schedule management, quality management, and post-project evaluation, a series of countermeasures are proposed to cope with the conflict between schedule limit and quality control during the project implementation phase. At the same time, some optimized investment control proposals are also given. The present report includes five chapters, based on different main analysis aspects:Chapter I presents the introduction of the project background and objectives of the report. Based on the context and outline presentation of the RASYS project construction and actual project management status, we find out some existing problems and obstacles and the possible causes. In Chapter II, Work Breakdown Structure (WBS) method is applied to decompose the RASYS systems into different project activities in each project phases. For each activity in a specific phase, ranking and estimated duration time are determined, so as to find out a dominating key path for each phase. The final objective of this work is to define a subjective project sequence schedule, and avoid the possible useless discontinuities of project activities in time management.Following, the relationship among quality control, investment, and schedule control is studied in Chapter III, in order to define the possible aspects and obstacles that might have negative impacts to the total project quality. Aiming at these obstacles, some quality control countermeasures in each project phase and internal control measures inside the telecom industry are proposed and analyzed.Post-Project evaluation presented in Chapter IV gives some useful post-project management proposals on the evaluation procedure and methods. Furthermore, a thoughtful study on the problems existing in the actual post-project evaluation system is carried out.Chapter V consists of giving some main conclusions of present report. Some perspective follow-up work and defaults of the report are also presented.
