| Since 1970s,with speedy development of economy,the energy consumption of our country has increased swiftly and violently which badly influences the ecological environment,so legislation of energy conservation is being taken seriously by government. Road transportation is one of the biggest of energy consumption,it play an important role in energy saving and emission reduction.This article firstly compares the energy conservation situation of international with our own country from the aspect of legal regime,environmental protection and current situation of energy consumption,which comes into a conclusion the road transportation energy of our country is facing a tense situation:low energy using efficiency and high dependency of external petroleum.Secondly,the article analyzes the current road transportation situation by diving the transportation tool to three groups:urban public transportation,transport business vehicles and private car which comes into conclusion that intensified road transportation should take the urban public transportation and transport business vehicles primarily and private car auxiliary.Meanwhile the article also conducts the classified research to the people in transportation,including pedestrians,transport business vehicle drivers,public transportation drivers,private car drivers(the vehicle owner),analyzing their transportation behavior separately.In the end,the article summarizes all measures and obtains specific ones which are suitable for energy conservation and emission reduction in path transportation industry of our country:through conformity transportation enterprise,change vehicle type structure, promoting energy saving driving technology and so on,improve business vehicles transportation efficiencies;through increasing energy tax revenue limit private car excessive journey;raising all the people transportation consciousness,advocating morals use energy.
