Today, every orginzation has to face strongly competition in the world business environment. More and more organiztions build Project Management as one of the win strategy. Project Management Maturity Model is one kind of new structural methodology, by which organization can evaluate and improve their Project Management. Maturity levels, which belong to a staged representation of Project Management Maturity Model, apply to an organization's process improvement achievement across multiple process areas. These levels are a means of predicting the general outcomes of the next project undertaken. There are five maturity levels, numbered 1 through 5. Project Management process in the prior maturity level is the ladder to reach the succedent maturity level. For one organization, reaching to next maturity level show this organization accumulate more competence and more efficient in Project Management. By applying Project Management Maturtiy Model, organizations will find out the weakness and the problems in their Project Management, improve the weakness, solve the problems, optimize their Project Management.First, the thesis analyzes and compares three Project Management Maturity Models, which are Kerzner Project Management Maturity Model, Capability Maturity Model Integration and Organization Project Management Marturity, get the common characteristic and different area. Then the thesis analyzes the CMMI application in Motorola China and Kerzner Model application in North Telecom China, summarize the specialty of Telecom industry in China. Finally, the thesis builds the Project Management Maturity Model for Telecom industry based on the Project Management Maturity practice in Nokia Networks China.There are five maturity levels in new model. Each maturity level includes some targets. Each target includes some required works. Each required work is composed of input and output. There are 35 targets, 71 process works, 2 templates. New model provide the process works based on the specialty and practice of Telecom industry. New model provides two templates which can be used in project management. New model, based on the PMBOK, integrates the Total Quality Management, Cooperative Design, Risk Management and Change Management into one Project Management process so that organizations work more effectively and efficiently.The application in Nokia Neu proves that new maturity model is correct for organization in Telecom industryNew maturity model is one good referrence for project management competence of Chinese organizations in Telecom industry.
