| Technological promotion is the intrinsic power of economic growth for a country in long term. In the open economy, the international technology spillover caused by import trade has a great effect on promoting the import country's productivity thus its economic growth. Since the 90s in the 20th century, the international technology spillover caused by import trade has been focused in the field of economics theory at home and abroad, and they have analyzed the international technology spillover caused by import trade and its contributing factors theoretically and empirically. This paper aim to validate the international technology spillover and its contributing factors based on the China's data, using the existent theoretical and empirical results of domestic and foreign research.This paper not only summarize the theories related to the international technology spillover caused by import trade, but also review domestic and foreign literatures of relevant empirical research. And then this paper concludes the contributing factors of the international technology spillover. Based on the above theory, this paper analyses the mechanism of the international technology spillover caused by import trade, and make an empirical study on the international technology spillover caused by import trade using China's practical data. In the empirical study, through the modification of the CH Model and the utilization of China's data, this paper not only investigate effect on our country's TFP caused by foreign R&D through import trade, but also validates the technological spillover effect on our country. Besides, by introducing the variables of domestic R&D input, human capital, trade openness, trade protective policy and trade structure, this paper calculates the effects of different contributing factors respectively. The empirical results shows that the domestic R&D input is the main determining factor, meanwhile, the technology spillover caused by the foreign R&D via the import trade is also the important factor to impact the technology condition in China. Because of the relative lower level of both the domestic R&D input and the human capital, the domestic enterprises in China cannot absorb the technology spillover perfectly, which hampers the technology spillover caused by import trade more or less. As regards to the trade policy, both the increase of trade openness, and the decrease of trade barrier which represented by tariff, have added the possibility of absorbing foreign advanced technology and science, thus promote the effect of the international technology spillover. At the same time, the trade structure of China has also impacted the technological spillover, as the introducing channel of the medial input, processing trade has accelerated the technology spillover caused by import trade.As a developing country, it is critical for us to make use of the technology spillover caused by import trade, not only for improving the level of our technology, but also for promoting the economic growth in long term. At last, according to the result of the theoretic and empirical analysis, this paper puts forward the policy advisement, including extending import trade scale moderately, optimizing the import trade structure; reinforcing domestic R&D input, enhancing the ability of absorb; paying more attention to the human capital accumulation, regulating and controlling the education structure; constituting reasonable protect policy, establish healthy marketing mechanism. |
