Empirical Study On The International Technology Spillover Caused By Import Trade And Its Contributing Factors On The Basis Of The Data Of China

In the open economy, the international technology spillover is the important factor to promote the science of technology thus to the economic growth. The main channels of international technology spillover are international trade and FDI. Since the 90s in the 20th century, the international technology spillover caused by international trade has been the focus in the field of economics theory at home and abroad.Based on the new trade theory and the end genesis growth theory, this paper makes the empirical study on the effect of the foreign R&D conducted by the import trade to the technological progress. By introducing the variable human capital into the model CH(1995), this paper tests the effect of different human capital measuring indices to the technology spillover caused by import trade, and calculates and compares the effect of the human capital, domestic R&D input, national tariff policy, trade openness. The empirical results shows that the domestic R&D input is still the main determining factor, at the same time, the technology spillover caused by the foreign R&D via the import trade is also the import factor to impact the technology condition in China. Because of the relatively lower human capital, the domestic enterprises in China can't absorb the technology spillover perfectly, which more or less hampers the technology spillover caused by import trade. The domestic R&D spillover is another important component part of the absorbility ability of technology spillover, but the insufficient domestic R&D input also disturbs the exertion of the technology spillover effects. The tariff policy in China exerts the trade barrier effect while the reduce of tariff increases the possibility of technology spillover caused by import trade, so promotes the technology spillover thus to improve the technology level in China. The trade openness does not help to promote the international technology spillover caused by international trade, as there are shortages of the development of the market mechanism in China, and there are some unreasonable factors of the trade construction which is composed mainly by processing trade.China is a typical developing country, so the important way of improving the technology spillover and promoting the economic growth is utilizing the channel of international trade to absorb the technology spillover effect. At last, according to the condition of the low absorbing capacity and the current technology development, this paper puts forward the policy advisement, including enhancing the higher education and breeding the qualified personnel, improving the translation ability of the domestic R&D in China to the actual productivity, promoting the guiding effect of the tariff policy in China to the trade product structure, constructing and consummating the international trade market system in China.
