In order to adapt to the modernized economic system and the globalization business environment, Ministry of Railways has put forward the leap-type development strategy of the railway on the basis of the thing that make investigations deeply. However, Should realize the goal of leap-type development strategy of the railway, the effective Human Resource Management is the key point. Incentive as the core of Human Resource Management plays very important role in stimulating the employee's working motive, fully arousing the enthusiasm and creativity of enterprise's employees, developing and managing human resource rationally and scientifically and attracting and obtaining more talented employees. So, to some extent, reasonable and scientific incentive mechanism is an important factor in the success or failure of railway transportation enterprises.The writer takes advantage of principles and practices of Management, Organization Behavior theory, Statistics and Human Resource Management theory to investigate the current situation on the employees of ZZ railway station as railway transportation enterprise's basic station and depot, finds out the defects and defaults occurred in wage and welfare system, performance appraisal system, training system, career development system and analyzes the reasons in these problems. At the end, the writer put forward the guiding ideology, target and principles of reconstruction of railway transportation enterprise's basic station and depot. The main task of the paper is to set up modernized salary system by perfecting post and technical wage system, set up performance appraisal system by optimizing indicators for performance appraisal, raise up talented employees by working out all-round training system, rationally distribute human resources by building talented employees flow system and bring culture into stimulating employees by building excellent corporate culture so as to heighten the level of modernized human resource management and bring about leap-type development of the railway.From the fixed environment, through the study of testimony, the article has come to a conclusion which can be used as reference effectively. Actually, in order to assure that the system can be put into effective practice, we should have a consideration in different railway stations and depots.
