Bohai Rim region will become the third Chinese economic growth pole after the Pearl River Delta and Yangtze River Delta. Bohai Rim region is one of the most densely populated areas in China. The major cities in the Bohai Rim region have led the city center functions and the central role. Its industrial structure has its own characteristics and advantages, can be used as political and economic center of Bohai Rim region's manufacturing base, regional international trade center, light industrial and marine research center for energy and raw material center, in the Bohai Rim regional economy exert their function and role.This paper first introduces the domestic and foreign scholars on the definition of city competitiveness, at the results from previous studies based on the connotation of the competitiveness of town and features summarized. The indicator system to determine the competitiveness of the city's five specific aspects of competitiveness:economic competitiveness, infrastructure competitiveness, opening up competitiveness, technological and cultural competitiveness and the environment competitiveness and identified 42 specific evaluations. In the collection of relevant data through software SPSS13.0 selected indicator system data factor analysis of the five specific aspects of city competitiveness rating and ranking, a detailed analysis of the results, and on this basis, the use of Analytic Hierarchy Process to the city's comprehensive competitiveness analysis, and came to the city Competitiveness scores and ranking. The results of the analysis, the future upgrade the Bohai Sea economic zone of the city's comprehensive competitiveness of specific policy recommendations.
