Our country is the most populous country in the world, and owns rich human resources. Surplus population has not brought active effect to economic growth of our country;on the contrary, it has become the burden of economic developing. The population pressure and the employments have become the difficult puzzle of our socio-economic development. Our country has the massive relatively surplus labor forces;moreover the labor force structure is also diverse, which causes us to have the superiority and potential in exporting labor forces. In the international service market, the developed country and some developing countries have also provided the opportunity to the service demand for labor services exporting of our country. This article embarks from present population situation of our country, and reviewed our country's population process that starts in the reform and open policy. The article also has analyzed the reason that our country's massive surplus-labors produce, and has analyzed the possibility from three different views.First, the labor services exporting can alleviate our country population and the employment pressure directly. Second, from the international trade theory's view, the labor services exporting are also the ideal choice that displays our country comparison superiority. Third, in the world integration process, the labor services exporting are also one of efficient paths to participate in the international division of labor and the cooperation positively. We must display the comparison superiority in the international division of labor, implement the merchandise exports, the foreign direct investment and the labor services exporting, that is called "do three things at once" strategy. We integrate the economic globalization tide form multi-level.It can provide the new mentality and the opportunity to solve the employment problem around the worldwide.This article also analyzed the question and insufficient matters which existed in our country foreign labor services exporting.In view of the overseas successful experience and our national condition, we proposed many countermeasures, strengthening the national intergovernmental relation, improving the personnel quality, establishing and perfecting organization network of labor services exporting, implementing multiplication labor services exporting strategy, establishing and perfecting the system of safeguards and so on.
