China is a country with vast territory and diverse terrain. Undoubtedly the rail transport is a main option of economic development. In the earlier stage of China railway acceleration, the problems was low speed, tight capacity, overstaffed organization and home equipment could not keep up with the economic development. From 1997 to 2008, China's railway has carried out six times large-scale acceleration. In a short period of eleven years, under quantitative changes to qualitative changes, China Railway's Acceleration Project has became the new driving force for the national economy. By introducing the background of the railway acceleration, the presentation of each acceleration and the development of foreign high-speed railway, we summarized the achievements of China railway's acceleration up to now, and we also made comparison to advanced countries in development of high-speed railway. The railway acceleration fundamentally solved tight capacity and low transport efficiency issues.This article separately selected China railway input and output data pre-and post-acceleration of eleven years, then put the data in Cobb-Douglas production function as regression analysis, then we used comparative analysis to comparing the input-output rate, the impact of technological advances changes, analyzing the changes in economies of scale after railway's acceleration. On the base of analyzing the input and output, we further discussed impact of technological progress on railway output. And then, this article collected the main elements affecting the railway cost from 1997 to 2008 and distinguished the greater influencing elements from them to analyzing their influence in railway's daily production, so as to put forward quantitative basis for railway further production management. Based on the economies of scale analysis, technical progress analysis and cost elements analysis, we gave advices on how to reduce costs and optimize resource allocation to promoting the sustainable development of China railway's development.
