| China 's high and new technology industry development zones (high-tech zones) playing an important role to progress on the promotion of high-tech industry and economic development Since its birth. After more than a decade of rapid development , It has become the most important growth pole of regional economic growth . Further enhance the capacity of sustainable development and competitiveness of high-tech zones has become an important emphasis on regional development issues. As a'engine'of High-tech Zones, it could encouraging creative development, and it also had significance sence both in core competitive strength building and spanning development of high-tech zones.Firstly, this paper redefined the concept of high technology and high technology industry.Based on the scientific redefinition, this thesis reviewed the development process of high technology industry in China and abroad respectively and analysis the relationships between high technology zone and government innovation system. Then this paper researched on the formation of high technology innovation system and operating mechanism. We constructed innovation system structure model of high-tech zones and divided innovation system in high-tech zones into technology innovation networks, auxiliary innovation networks and external environment innovation networks through analyzing the function and orientation of objects which consists of the industry in the innovation system in high-tech zones. The author proposed innovation power improvement mechanism of high-tech zones through analyzing the operating mechanism, market adjusting mechanism, government adjustment and cooperation mechanism of high-tech zones. Based on the theory analysis above, we analyzed the structure and operating status of high-tech zones innovation system in Hefei city, pointed out the question of structure and operating mechanism, and gave some advice. Then we researched on the performance estimation of high-tech zones innovation system. Based on a great deal of research of index system, we selected DEA as research tool, nine state level high- erformatech zones as research object, we construct CR model to estimate the innovation pnce of high-tech zones. At last, we discussed the status and weakness of high-tech zones innovation and gave some advice to improve the innovation performance of high-tech zones in China middle regions. |
