As a life long learning and education practice, professional training plays a pivotal role in organizations and has become a key area of human capital investment. The key to successful training lies in the craft of a sensible training plan. This thesis focuses on how to enhance effectiveness and efficient of such training plans.Systematic training program has been rapidly developing since the 1990s in China. After years of development, myriad Chinese organizations have established internal training systems. However, researches show most training systems in place are still immature with many unsolved issues. Being one of the issues, training planning is diagnosed with four major flows: incompatibility between training objectives and position requirement, unidentified gap between the workforce competency and position requirement, ignorance of the training needs difference between various levels of the workforce, and finally failure to connect training planning and career development.The purpose of the research is to improve the effectiveness of training plans by addressing these flaws, and developing a competency model based training plan. The study is based on a real case of W company. The trainees are segmented into three levels according to position reference guide. The training needs are precisely identified through competency model of the two sub-job families, based on which a tailored training plan is devised to fill the gap in an effective and efficient manner. The purpose of the case study is to serve as a case reference in training practice for further development.The paper is structured into six chapters. The first chapter presents the core issues and background analysis. The second chapter is the literature review. The third chapter presents W company training system as-is analysis. The fourth chapter displays the steps and deliverables of W training planning. The fifth chapter is the supporting system of W's training plan execution. The sixth chapter draws the conclusion.
