The rural youth aged between 16 and 35 are the majority of current countryside population. They have relatively new concepts, more knowledge and advanced skills. Hence, these rural youth are believed as precious human resources who are causing chinese countryside development tremendously. In the meanwhile, the development of these rural youth themselves deeply relates to social stability, economic development, process of urbanization and some other serious social issues.Accompanying with the process of economic development and urbanization, large quantity of farm land has been expropriated by government; therefore, the biggest issue faced by government is to solve re-employment problem for the landless peasants, especially the rural youth from 16 to 35 years of age. The future development of countryside is deeply influenced by the farmer arrangements. And these arrangements manifest the essential of central government policies about countryside. Furthermore, the resolution of re-employment issue in countryside is also beneficial to the social stability, social harmony, consolidate the achievement of industry structure adjustment and accelerate the speed of urbanization.Villages and towns government is the grass-roots government branch in china, which directly involved in dealing with the rural youth's employment and development issue. In other words, villages and towns governments play an really important role in this process and they have to hold positive attitudes on this social issue. This paper will discuss the issue of rural youth's employment and development under the current realities which refer to the current laws and social systems. First of all, I take Tangqi (which is located in Hangzhou city, Zhejiang province) as an investigative sample and interview certain amount of rural youth who lose their lands, enterprise owners and government officers to collect their opinions on this issue. Moreover, I research the successful methods and policies adopted by other countries or other cities in China. This paper's research purpose is to find out real reasons leading to the issue of rural youth's employment and development as well as to find out some reasonable theories to support or to perfect the current un-employment insurance system and countryside development strategies.The whole article is made up of five parts. The first part is abstract, which is the summary of the main content to explain the meaning, logic and way of investigation. The second section, taking Tangqi as an investigative sample, uses the law and policy of the country, rural youth's diathesis, the real needs of the companies as well as the encouragement of local governments to expound the reasons why it is hard for them to find jobs; besides. The third part uses both overseas and domestic experience to analyses the mechanism of obtaining employment of rural youth. The forth section brings forward advices which made by local governments to encourage young people to find jobs. These advices include improving the treatment of the expropriation of land, boosting the basic education, building dynamic data base of young people, developing the third industry fully and expand the channel of the information of obtaining employment. Then recommends some of government policies and strategies on this issue, which particularly fit in with Tangqi's realities. The last part is conclusion which summarizes the content of whole paper and emphasizes my recommendations.
