As a large agricultural country, China's agricultural export has been on the international market with a competitively priced advantage. However, after China's accession to WTO agricultural trade was not as previously expected, further developed under the World Trade Organization's protection of the principle of fair and reasonable, but there is a clear setback. The reason for international agricultural trade barriers can be described as green barriers profound impact. In recent years, with the trend of world economic integration strengthening, the voice of liberalization of international trade is increasingly high. Tariffs, subsidies and import restrictions and other trade protection tools are gradually disabled, the traditional forms of trade protectionism has been little or no threat. However, trade protection as a country's domestic economic sovereignty and interests of the significance that they can not disappear, especially for the developed countries, they will not to give up their trade protection, and explore new means of protection. The implementation process of industrialization is accompanied by resource depletion, environmental pollution and series of new problems that threaten the survival of mankind, so developed countries think the ecological deterioration as an opportunity to use the new trade protection measures. Under combined effect of the above reasons, the"green trade barrier", began to emerge in the international market, the deep influence, involving more extensive are unprecedented. So far, the initiative in this area is still under the control of developed countries, and will not change for a long period of time. Generally developed countries have high level of economic development, with advanced science, technology and equipment, through the development of complex and stringent environmental regulations and management standards to limit his country imports of products, set up a Road from sturdy high-rise"green wall". As representatives of developing countries, China's agricultural exports have also repeatedly encountered the green trade barriers, China's domestic agricultural production and agricultural economic development has faced great troubles. Therefore, in-depth understanding of green barriers on agricultural trade in relevant details, to explore how to enhance the overall level of China's agriculture in order to overcome this obstacle become one of the key issues that need urgent solution. This is not only to safeguard the interests of our own political and economic significance, but also for other developing countries will also play a good guide. This article was written based on this purpose. The main body of the article is divided into five parts:Part of the account are introduction to topics of significance and green barriers on agricultural trade in the literature review, including the origin of green barriers and features that the formal rationality ,the breadth of content, methods of concealment, the effect of the chain transitive and the result of the controversy; the main form are green tariff system, green technical standards, green health and quarantine, green environmental label, green packaging and green subsidies; green trade barrier's negative and positive effects on agricultural products world trade. The second describes some new development trend of the major barriers of agricultural trade in the world and China's exports of agricultural products trapped in the green trade barriers. Green standard-setting and evaluation procedures are more complex, takes their rightful position in more and more areas of international trade, the unfair operation of the performance is significant, and to the production, processing all aspects of proliferation. Because of the high-tech green barriers, China's restrictions are so broad, and in a clear chain of inter-country spillover effects on China's influence have increased. The third part tightly receives the previous chapter, from both the macro-and micro aspects specify the green barriers on the impact of China's agricultural exports, and the reasons for our frequently Green Barrier analysis. From the macro point of view, the green barriers reduces the international competitiveness of agricultural products in China and undermine China's economic interests; have narrowed the scope of our existing export markets, and also hindered the opening up of new markets; trade disputes caused by the green barriers often make our country in trouble and worsening external trade relations. From the micro point of view, the green barriers caused losses in excess of the entitlement, domestic agricultural production and processing enterprises to reduce the interest; on the one hand green barriers hinder our negative impact, and the agricultural structure adjustment and upgrading on the other hand, the country was deprived traditional strengths of agricultural exports. The reason is divided into international and national. The international causes of the deterioration of global environmental conditions is the most important, then the trade protectionism re-emergence in a new look, finally all kinds of agricultural subsidies in various countries are also classified as an international one of the reasons. The old concept of the agricultural producers of our country, low level of production and quality of agricultural products processing, the domestic environment, low technical standards, agricultural trade system, are all defects on the internal causes of agricultural trade in China. The fourth part first make introduction of green policies in general and contrast of the European Union, the United States and Japan, the three developed countries, to sum up and draw on their experience, when combined with the reasons put forward the basis of how China's agricultural exports across the green barriers response. Should always pay attention to foreign green trade barriers in developed countries about the new trends; establish and improve our own standard system to compete with developed countries; actively participate in international environmental cooperation, the correct attitude towards international trade disputes, and actively seek a solution of good policy. To strengthen the environment for domestic producers, awareness of environmental protection, promote green production; focus is to strengthen rural education, and fundamentally improve the technology content of agricultural products; attention to the exchange of information with other countries in order to changes in international trade environment a timely warning; and further explore the international market and achieve the diversification of export markets and reduce the green barriers on the degree of influence of China's agricultural products.Last part make knots in the sustainable development of agricultural trade, clear the sustainable development of agricultural trade theoretical background and content, pointing out that China's future agricultural trade which is to take the road of sustainable development will be the inevitable choice.
