Energy and environment is our economic and social sustainable development are two important issues. Past two decades, China's overall economic growth has made great achievements, but this is a high degree of rapid growth has a lot of fossil fuel resources, waste and environmental damage at the cost of fossil energy use due to environmental pollution and climate change being a global concern.Of coal in primary energy production and consumption in China the proportion has remained at around 70%. Since the Asian financial crisis, China experienced a downturn of coal, recovery, shortages of basic balance of such different stages of development. China's coal output of the world's coal output rose from 27.4% in 1998 to 38.8% in 2007. 76% of our electricity and fuel, steel, energy, 70%, 80% of civilian fuel, chemical and fuel 60% comes from coal. Into the "Eleventh Five-Year Plan" period, China's "oil-poor little rich coal gas" features and access to energy reserves, "re-oriented industrialization" stage of economic development characteristics. Decision in the long period of time, the coal in primary energy consumption structure in China has an absolute dominance. In recent years, China's oil output steady growth, the growth rate smaller. After 1993, oil imports into China after 1996, became the oil importing countries. With the rapid development and rising living standards after the rapid increase in domestic oil demand. Overall, although China's oil production has entered a stable growth period, but the relative lack of proven oil and gas resources lead to increasing net imports of oil. According to the State Economic and Trade Commission analysis: the next 15 years, China's national economy will grow around 7%, crude oil demand will grow at around 4%; year growth rate of domestic crude oil production only 2% of annual increase of domestic crude oil supply and demand gap Great. Expected demand for 320 million tons of crude oil in 2015, the gap will reach about 130 million tons, about 40% of total demand. "China's comprehensive national energy strategy and policy research group" on China's oil supply and demand projections suggest that by 2020, China's oil consumption will be substantial growth, but substantial growth in China's oil production is unable to; in 2020 to 180 million -2.0 million is expected to tons, and then declined; to 2020 at least 450 million tons of oil consumption. Thus, huge demand for oil consumption, while increasing the reliance on coal; on the other hand, the face of excessive dependence on foreign oil, how to seize the international oil prices fell sharply this opportunity to accelerate our strategic petroleum reserve The process is now China's oil industry and the state reserves the priority. In China, coal due to atmospheric pollution caused by acid rain area land area of more than 1 / 3; in 1990, China's CO2 emissions increased more than the current annual emissions had overtaken the U.S. as the world's largest Tan emitters; the rapidly growing automobile industry led to a substantial increase in vehicle emissions; to excessive consumption of resources and the cost of traditional energy unsustainable model of development. China, as one of the world, larger developing countries, large population base, industrialization and urbanization process is not completed, infrastructure is still not perfect, future economic development of demand for energy will increase, after China in 2010 is expected to You become a superpower in the world energy consumption trends, and resources and environmental constraints will make China's economy and resources, the environment will become sharp. This article is divided into five chapters. Chapter 1 Introduction, including background and significance of research, research methods, data sources, as well as literature reviews and thesis structure, including research background, the paper emphasizes the world and China's energy consumption profile; Chapter 2 on my main primary energy consumption structure and consumption volume and the evolution of energy efficiency, a detailed summary and review, and were compared with foreign countries, identifying gaps and making the shortcomings of China's energy consumption structure. Chapter 3 of the energy of our existing environmental problems, and in the economic development of Guocheng there will be a face environmental challenges of energy; section in Chapter 4 address the above problems and defects, proposed Baokuo improve the strategic oil reserves, environmental protection and other economic policies adjust energy consumption structure for policy advice.Faced with these problems can not be avoided, only been actively developing renewable energy, conservation and partial substitution of fossil fuels, promote the adjustment of energy structure and reduce pressure on the environment, is the protection of national energy and environmental security, building new socialist countryside, promoting China inevitable economic and social sustainable development strategy of choice. In this paper, China's energy production, use and consumption of energy generated in the process environment, and an analysis of energy consumption for these problems of structural defects, and China for such practices have been, or are exploring the energy and environment policy review and outlook, presented a scientific operational countermeasures.
