"People feed on foods, Government feeds on people". In China,1.3 billion people's food issue has been faced by all levels of government to solve practical problems. Because our large population, and little available land, coupled with ever-increasing industrialization and urbanization, from the nineties of last century, for relatively low efficiency of agriculture, farmers do not wish to plant grains, the grain acreage will decline every year, food production is highly volatile, especially grain production in 2003 fell to 430.7 million tons, seriously affect China's national food security. To improve farmers growing grain, in 2004, the central government decided to implement the national policy of direct subsidies to grain. To the present has been developed to direct subsidies for grain, seed subsidies, agricultural and general direct subsidies and farm machinery purchase subsidy. Implementation of these policies effectively mobilizes the enthusiasm of farmers to grow grain, but still there are some problems.This paper studies the existing theory based on practice at home and abroad, and recalled the history of China's grain subsidies evolution, also our current implementation of the four food subsidy policies have been studied, and put forward some policy recommendations on practical problems.This paper is divided into six parts. The first part introduces the research topics of significance, the paper structure, research methods and possible innovations. The second part explains the theory related to agricultural subsidies. The third part gives a brief introduction of China's cuurent food subsidy policy and its history. The fourth part focuses on current policy's effects. The fifth part expose the existence problem and try to explain the reasons. Part V is to address these issues with some policy recommendations.This paper draws some conclusions:the existing food subsidy policy, at a certain extent, grain farmers to mobilize and promote the grain yield. On the other hand, the efficiency of policy implementation is not very high, still there are some irregularities and rent-seeking behavior, and monitoring mechanisms need to be strengthened. Finally, food subsidies and other preferential agricultural policies must be integrated, from the agricultural infrastructure and rural basic education starting to create a good producfftion environment and improve the quality of the workforce, is the solution to solve "Three Rural Issues".
