With the development of knowledge economy, human resources have become more and more important for the enterprises. Especially for the high new-tech enterprises, knowledge workers play a key role in the development of them. How to encourage the knowledge workers and inspire their working enthusiasm has already become the focus of the human resource management for the enterprises. It decides the sustainable development of the high new-tech enterprises. For the reason that the traditional incentive theories and methods are unable to cope with the needs of investigation for the knowledge workers, we need to find the effective ways to motivate the knowledge workers combining the characters of the high new-tech enterprises and the knowledge workers.In this paper, we analyze the characters of the knowledge workers and try to find the best ways to motivate them. According to the principles for the design of incentive mechanism, we construct the incentive mechanism based on the traditional incentive theories. The conclusion is that we should adopt the incentive portfolio mode combined with implicit and explicit incentives on the knowledge workers of the high new-tech enterprises. And the incentive portfolio is composed by four incentive ways. They are salary incentive mechanism, growth incentive mechanism, accomplishment incentive mechanism and working environment incentive mechanism. At the same time, through analyzing this four incentive ways, we get the best way to motivate the workers.Firstly, we briefly introduce the background, purpose and the present research situation about the incentive. Based on the incentive theories, we analyze the characters of the knowledge workers in the high new-tech enterprises. Secondly, by analyzing the knowledge workers'incentive factors we get the most important incentive factors for them and the best incentive portfolio. Finally, through the methods of comparison analysis and the combination of theory and practice, we get the conclusion that the high new-tech enterprises should take the incentive portfolio mode combined with implicit and explicit incentive to motivate the knowledge workers. Only in this way the knowledge workers can be motivated and creat more value for the enterprises.
