The21st century is the era of knowledge economy, instead of the traditional enterprise,high-tech enterprise increasingly becomes the source of economic growth. Changchun is theborder, open and coastal city in China, which enjoys related policies of coastal cities. As oneof the cities that pioneer the development of high-tech enterprises, it has large number ofhigh-tech enterprises and is the center of politics, economy, culture, finance, trade andtransportation in the Northeast. The greatest asset of high-tech enterprise are the workers,and most of them are knowledge workers. They create value and benefits through mentalworks, only by these workers can enhance the competitiveness of enterprise.Knowledge workers as the carrier of knowledge, is the basis for the survival anddevelopment of high-tech enterprise. Compared with ordinary workers, knowledge workershave the ability of study, innovation and analysis. They achieve self-value in the use of theirknowledge and skills, at the same time, make benefits for enterprise. Generally, they haveprofessional quality,strong independence and autonomy. They also have a keen desire to beaccepted and a strong desire to achieve self-value.This paper through questionnaires and interviews to investigate knowledge workersabout their encourage status quo and motivating factors in Changchun50typical high-techenterprises. We divide the incentives into explicit incentives and implicit incentives. Theexplicit incentives mainly confine to salary, bonuses, benefits, share dividends andcomprehensive insurance. While the implicit incentives mainly confine to job promotion,good working environment and conditions. However,traditional incentives can not makegreater cohesion of knowledge workers.The study found the existing incentives satisfactionwhich knowledge workers made as follows:Promotion space (4.3259), work achievement(4.3203), personal development prospects (4.2301), freedom of work (4.0223), sense ofbelonging (4.0145), business ideas of enterprise (4.0120), the working environment (3.9586),salaries and benefits (3.9002), culture of enterprise(3.8652), regular training(3.5667),relationship between workers(3.5423). From these figures, we can intuitively understand theincentives problems of Changchun High-tech enterprises, the incentives which the knowledge workers need. Through the implementation of the program,the achievementfrom business goal of enterprise means the achievement of knowledge workers. The mainrecommendations of this parper as following: Firstly, establish a perfect salary system;Secondly, carry out scientific career management; Thirdly, emphasize on staff training anddevelopment; Then, use a diversified value evolution of knowledge workers; Finally, create aharmonious enterprise culture.
