As the harbor and shipping system develops deeply, Maritime Safety Administration of China Bureau require the traffic safety supervision management should get the target of "Transportation Maritime, Sunshine Maritime and Digitization Maritime". To reach the goal, there should be high-effect organization operating mechanism, scientific personal administration system, rational position interpose system. As the bellwether of maritime system in the structural reform of management, compared with maritime affairs in developed country, A Maritime Safety Administration have a long way to run. By a visit to A Maritime Safety Administration of investigation, we found that A Maritime Safety Administration's performance management are still have some problems, such as the method of performance appraisal is too simple, performance appraisal are not strictly executed, lack of staff motivation, post specifications is not so good, lack of communication and feedback mechanisms, lack of scientific and rational performance appraisal index system. Among them, the maritime law-enforcement officials as the core business of the Maritime Safety Administration staff, the level of their performance will directly impact the improvement of human resource management efficacy and maritime performance of A Maritime Safety Administration. As a result, it will become the restraint to reach the goal of "maritime affairs to be modernized". Therefore, study on law-enforcement officials performance appriasal for A Maritime Safety Administration based on the balanced score-card is significant for maritime affairs.This thesis is divided into six parts as follows:In the first part, the performance management system related theory and practice are introduced in detail, especially performance management approach of public sector. In the second part, the present situation and the existent questions of the maritime system are analyzed on the basis of questionnaire survey and interview, summarizes the performance of primary features of maritime law-enforcement officials. In the third part, status of performance appraisal of A Maritime Safety Administration are analyzed, summarizes the problems and causes of the problems. In the fourth part, the corresponding countermeasures are proposed. Designing the BSC index system for law-enforcement officials performance appraisal of A Maritime Safety Administration. In the fifth part, on the basis of systematic analysis, to assess the implementation of performance appraisal, and proposed the implementation of the safeguards assessment. In the last part, the conclusions and forecast to the performance appraisal for law-enforcement officials of A Maritime Safety Administration is made.Referring to the related research on performance management, by investigating, sampling, data counting and analyzing, the performance appraisal index system for law-enforcement officials of A Maritime Safety Administration based on the balanced score card is finally built. We hope the system can be a guide to improve the means and methods of performance appraisal for A Maritime Safety Administration so as to contribute to the future development of their level of performance management.
