Research On The Establishment Of Incorruptible Work Performance Assessment Index System In Guangdong Maritime Safety Administration

Since the 18th NPC, the Central Committee of CPC referred the work of clean-government construction and anti-corruption to an unprecedented height. The large efforts of anti-corruption actions with a vast magnitude and an unprecedented high level has greatly inspired the party and the people, and has win the appreciation of the country and Chinese all around the world. According to requirements and deployments of the central committee of CPC, the Ministry of Transport and China MSA, Guangdong MSA hold the guidelines of "Tackling the problem in a comprehensive, punitive and preventive measures, focusing on prevention", and comprehensively develop the construction of the punishing and preventing corruption system, strive to "Honest officers, Integrity enforcements, Righteous maritime administration".This paper is based on Guangdong MSA’s practice on clean-government construction, learn from domestic and foreign experiences, take government performance evaluation theory for reference, focusing on clean-government construction work evaluation, and set up a evaluation index system which included four aspects------Investment, Process, Output and Impression of the clean-government construction, in order to reflect the effect of the work of clean-government construction of Guangdong MSA fully and accurately, and to constantly improve the scientific level of anti-corruption work of Guangdong MSA.The paper is divided into six parts:The first part is an introduction to the research background, significance of the topic, literature review and research ideas and methods. The second part is the theoretical basis of performance evaluation, in which the conceptions and relevant assessment methods of performance evaluation are described. The third section describes the principles and basis of selecting the performance evaluation index of Guangdong MSA clean-government construction work, analyzes the index selection process, and gradually build up the overall framework of performance evaluation index system. The fourth part introduces the AHP process to determine the index weight, and evaluates the use of mathematical models to determine the fuzzy comprehensive evaluation method. The fifth part introduces the application process of the performance evaluation index system using four branches of Guangdong MSA as examples, to verify the feasibility and compliance of the system, and also point out the issues needed attention during the process. The sixth part is the conclusion of the paper, in which a brief review to the main topic is concluded.It is a breakthrough to carry out the performance evaluation to the work of clean-government construction in Guangdong MSA. The maritime performance evaluation index system for the work of clean-government construction is of some theoretical and practical guidance significance for both promoting the punishing and preventing system construction of Guangdong MSA and building a Guangdong MSA people are satisfied with.
