| The transfer of rural surplus labor force is one common social and economic phenomenon in the world. How to transfer rural surplus labor force is the focus of foreign and domestic scholars and they have achieved prominent fruit in many aspects.Many minorities have inhabited in Xinjiang since ancient time. But due to historical, geographical and other reasons, Xinjiang's economy is based on agriculture and animal husbandry and there are a large number of rural surplus labor forces, which affects the improvement of agricultural productivity and the increase of farmer income, and blocks the speed of restructuring rural economy and raises the possibility of social instability.In recent years, municipality government highly attached importance to the transfer of Xinjiang rural surplus labor force, and has achieved notable achievements. Township enterprises are still the main channel to transfer rural labor force, and agricultural products processing also plays an important role. The rest of the rural labor forces work in infrastructure construction or work for themselves.On the base of scholars'research achievements, this paper estimated the number of rural surplus labor force of Xinjiang, analyzed the history, current situation and factors which affect the transfer, and put forward the need and advantage to transfer rural surplus labor force through the development of leisure agriculture. At last it pointed out the principles that we should follow in the future and several specific development patterns of leisure agriculture. |
