Since the Harvard professor McClelland definitions the concept of competence, a wave of research of competence was set off in the academic and business. So competency models are widely used in world-renowned enterprise. In this context, this article is based on the status of Inner Mongolia mobile communication industry and focused on first-line managers. The paper constructs the first-line manager competency model of Inner Mongolia mobile communication industry and applied it to recruitment and selection. The aim is to recruit and select the appropriate primary manager for Inner Mongolia mobile communication industry, which can promote Inner Mongolia mobile communication industry better and faster development.The paper uses literature research methods to refine interview outline, and uses the most classical empirical method of competence research that behavioral event interview method. Through interviews with first-line managers of Inner Mongolia mobile communication industry collected the text of interview. According to the competency dictionary coded the interview text. And then use statistical software to analyze the encoded data. By difference analysis method, correlation analysis and other methods to identify the competency that can lead to differences between excellence group and normal group. So we constructed first-line manager competency model of Inner Mongolia mobile communication industry. The competency model in this article includes nine factors:Achievement orientation, Analytical Thinking, Training others, Flexibility, Impact and Influence, Information Gathering, Initiative, Self-confidence and Teamwork. In addition, the paper used the questionnaire method for cross-examination hopes to better verify the competency model. Finally, the paper discusses how the model is applied to specific recruitment and selection for first-line managers.
