Poverty problem is a major problem facing the world today, which has aroused the general concern of global society and governments around the world. China is the world's largest developing country, and it's population accounts for a quarter of the world's. In recent years, the annual growth rate of China's economy closed to 10%, and its development holds an important role in the globalization process. Although economic growth speed is fast, the amount is large, but due to the large population and low per capita income, resulting in a large amount of poor population. The poorest people have accounted for 10% in 1.3 billion people in the country. so poverty has been remitted, but not eradicated. How to solve the problems of poverty effectively and accelerate the economic development in poor areas affects the whole society's stability and development.As the earliest established minority region, Inner Mongolia located in the northern frontier of the motherland with large span territory,different natural conditions and economic foundation gap. In recent years, although the economy is developing fast, economic strength increases dramaticlly, but the total economic aggregate is still small, the economic development is uneven, economic structure is unbalanced, so Inner Mongolia still belongs to the undeveloped regions. From the current poverty condition of the whole region, there are 50 poverty flag counties in the total 101 --poverty rate is 49.5%. Poverty county have 31, the flag of the counties, in the autonomous region 30.7% in 12 au city, the city has seven African poverty flag over half of the county. These figures, Inner Mongolia prove the poor area still remain relatively larger, poor situation, poverty.There are 31 national poverty flag countries, which occupys 30.7% of the total poverty flag countries in Inner Mongolia. In the whole autonomous region of 12 League City, there are 7 Union City, in which more than half flag countries are in poverty. These figures are sufficient proof that the current poverty-stricken area in Inner Mongolia is still large,the poverty situation remains severe, and anti-poverty task is still difficult.This paper takes national poverty county, Wengniute, Chifeng City as a research subject and focuses on the analysis of its current poverty situation so as to find the main reason for poverty. Then some measures for solving the poverty problems are put forward. Based on the poverty theory both in domestic and foreign countries, combining with the current poverty situation of Wengniute County, this paper summarizes the concept and the measurement standard of poverty, and finally find the characteristic and reason for its poverty. Additionally, it also studies the problems and future direction of poverty alleviation. At last, it can be seen from the paper that Wengniute County should carry out the poverty alleviation from the point of development capacity of poor people, and realize getting off poverty and become rich.
