The tea trade of Qing Dynasty is divided into the official tea and commercial tea. The Government enacted its management primarily by tea certificate, through strict control of tea certificate to achieve the control of the tea trade, to control the tea trade profits firmly in their own hands, maximize government revenue. Guided by this dominated thinking, the management of official tea and commercial tea has different characteristics. Official tea is mainly used in the northwest side of the border to exchange horse, it mainly services the strategic purposes. The commercial tea is mainly for the purpose of government tax. After Daoguang, with the changes in international and domestic situation, Qing Government gradually weakened the control of the tea trade, the traditional tea certificate system slowly being replaced by tea tax, free trade was a greater development. Official tea and commercial tea are inextricably linked. First of all, the tea to trade horse comes mainly through the merchant traffic, and businessmen must pay some tea for tax, the rest can be sold by themselves. Secondly, after the relaxation of the tea-horse trade, official tea and commercial tea are in direct competition in the market. In the tea trade system, as the objective economic and political environment changes, as a variety of internal factors are disharmony,as the influence of various factors outside the system, tea trade system has been in constant change.when the tea trade system began to develop in the Qing Dynasty, it reflects the strong path dependence colors,In the initial phase, it promotes tea trade. Then under the influence of various factors, it produces discomfort, which require the government to change it. before the development of new system requirements, the Government has no effective system supply, no effective property rights protection to farmers and tea merchants, no necessary support to the tea trade, it can be said that the government is in a vacancy. In the end, the Qing dynasty tea trade walks to the decline in both internal and external factor working together. This is a vivid case, it is also a good reference to the current economic development and governance.
