With the increasing concept of environment protection and the regulation about environment protection, people begin to focus on the problem of the wasted packages recycling, accordingly, how to start reverse logistics efficiently also attract people's attention .The network design on reverse logistics can solve the problem. By using operational research and information economics,on the bases of other scholars, the network design on reverse logistics was studied, namely to determine the circulation process of from the area of consumption to the original area of the waste, including the type, number and location of all kinds of logistics facilities. First, macroscopically, the article introduced the concept, the present situation and theory bases on reverse logistics and released the reason why the reverse logistics can developed so fast. Second, it analyzed the characteristics and organization modes and put forward the combo mode of reverse logistics at the fist time. Third,it explored the network structure of reverse logistics and designed an independent and an integrated recycling net aiming at the minimum cost about the wasted packages. The independent recycling net can't consider the distribution of new products but the recycling packages and in fact the integrated recycling net was an extension of the former.,considering the distribution of new products and the recycling packages in order to make the net more convenient, practical and rapid. Two models were established according to the characteristics of the two different networks finally and they were proved that they were practical and effective by the calculating of the software Lingo. At last, there was a summary and a further research prospect, hoping that the research can help the enterprises that would set up reverse logistics.
